3. Hungary: One new city of county right created.
4. Oman: One new province created.
5. Russia: Two subjects merged.
6. Serbia: Kosovo declared independence. Await developments.

Other data added:

FIPS PUB 10-4 Change Notice 13 was issued on 2008-02-04. It includes updates to Antigua and Barbuda, Chad, Chile, Dominican Republic, Hungary, India, Oman, Palau, Russia, Saint Barthélemy, Saint Martin, and Timor-Leste.

1. Germany: Fixed erroneous HASC code.
2. Kuwait: Changed provinces to governorates.
3. Libya: New subdivisions (tentative).
4. Turkey: Added 2007 census data.

Secondary divisions:

1. Chile: Two new regions and two new provinces created.
2. Ecuador: Two new provinces and four new cantons created.
3. Oman: Code changes for the new province.
