1. Chad: Four new regions created.

1. Chile: One region's population was mistaken by 10. Improved area data.
2. Côte d'Ivoire: Better population and area data.
3. North Korea: Added preliminary results of 2008 census.

Secondary divisions:

1. Chad: Changed HASC codes to match the new regions.
2. Chile: Added province areas and INE codes.
3. Côte d'Ivoire: New departments created.

Time zones:

1. Samoa: Will be adopting DST in the fall.
